- November 17, 1869 – The Suez Canal in Egypt, one of the most important artificial sea-level waterways in the world, opened. It paved the way for the Philippines' direct commercial relations with Spain instead of via Mexico.
- November 17, 1891 – Eulogio Despujol became governor-general of the Philippines. It was he who issued a decree to banish Jose Rizal to Dapitan, Zamboanga. He also prohibited the introduction and circulation of all the works of Rizal in the country.
- November 17, 1898 – A provisional government of the Visayas was inaugurated in Santa Barbara, Iloilo. Roque Lopez was designated as its president.
